I don't see that the router is receiving the called number, and I believe the "disconnect cause code 28" means the same. I did a debug voip ccapi inout (output below). The site is able to receive faxes with no issues, however they report that they cannot send any faxes. We've utilized ATA's for fax connections at other locations with no issues however faxing at this site was implemented using an FXS card in the H.323 gateway (3945 ISR).
Each site has its own MGCP or H.323 gateway with a PRI to the PSTN. We utilize a centralized CUCM cluster running 7.1.5.
